Somali Citizen Services

The Ministry of Foreign Affairs is charged with the responsibility of dealing with the Diaspora and International jobs.

Objectives of the Ministry in relation to the Diaspora:

  • To serve Somalian nationals abroad through the provision of efficient and effective Consular services
  • To enhance partnerships with Somalians in the Diaspora
  • To facilitate the placement of Somalian nationals in international jobs and harness the skills and resources of Somalians in the Diaspora
  • To design programmes that would integrate the Diaspora into national development

Policy Priorities:

To enhance partnerships with the Diaspora and secure more international jobs for Somalians by ensuring that Somalia lobbies for those jobs and enters into bilateral arrangements that guarantee an increase in the number of Somalians employed internationally.

To improve the delivery of Consular services and develop Diaspora specific products to enhance partnerships with the Diaspora.

It is estimated that millions of Somalian nationals live and work abroad. This constitutes an important resource that should be harnessed for our economic development.

The Diaspora section of the office engages with the Diaspora by facilitating improvement in the delivery of Consular services; developing re-integration programmes; encouraging investment in Somalia and facilitating the development of Diaspora specific products to increase and better manage remittances. Through this policy the Government is seizing the opportunity to tap into a large and vibrant Somalian Diaspora as a market for Somalia and a major source of foreign currency.

Another goal is to facilitate an increase in Remittances by Somalians in the Diaspora. Increased remittances would have a multiplier effect on the GDP with great benefit to the economy.

The Diaspora office with the assistance of the Missions abroad is therefore seeking to do the following: Facilitate the increase in remittances from the Diaspora by working with the relevant Government organs to formulate and implement cheaper and faster methods of remitting funds home. with the Diaspora and enlighten them on investment opportunities available in Somalia. protection of the rights and interest of Somalian citizens abroad. the development of a consular service that addresses the needs of Somalians in the Diaspora. and develop products and a policy framework that increases and directs Remittances towards more “developmental” uses. of research on the numbers of Somalians in the Diaspora and their exact locations. bilateral arrangements to secure jobs in other countries information to the Somalian public about existing vacancies; currently done through the official website. with recruitment agencies to facilitate recruitment of Somalia into international jobs. a database of CVs; which is also currently done by the office.
